Who Qualifies

The ECO scheme is targeted towards low-income households or those with vulnerable residents. This is not only a government scheme for homeowners; to benefit from the initiative, applicants must either be homeowners OR have their landlord’s approval.

ECO Eligibility Criteria

1. If someone in your household claims the following benefits

  • Working tax or child tax credits
  • Housing benefit
  • Universal credits
  • Child benefit (anyone with a child living in your household – income thresholds apply – speak to a member of the team for more information)
  • Pension credits
  • Income support
  • Employment and support allowance (income related)
  • Job seekers allowance (income related)

2. If your total household income is £31,000 or less

The second way to qualify for a grant is if your household income is £31,000 or less, or if you’re experiencing fuel poverty. The cost of living crisis in the UK has left many of us struggling to heat our homes or make ends meet. If you live in a home that is expensive to heat and your annual earnings fall within the £31,000 threshold, you are likely eligible for the scheme through the Local Authority Flexible Eligibility route.

3. If someone in your household suffers with a health conditions that makes them vulnerable to the cold

The Local Authority Flexible Eligibility route is for people that don’t claim Government benefits or credits, but that have high heating costs. You can earn any income within the household to qualify for this funding route.

Such health conditions include:

  • Cardiovascular diseases
  • Respiratory diseases
  • Mobility diseases
  • Autoimmune diseases

GBIS Eligibility Criteria

You can qualify for a GBIS grant if your house falls within Council Tax bands A-E if you’re living in Wales, or A-D in England. Unlike ECO grants where you AND your property must be suitable for the funding, under GBIS, only your property needs to qualify. This means that you don’t have to meet any of the other ECO eligibility criteria.
